Medicare Part D laws prevent Medicare from negotiating drug prices (so we pay more than any country). Medicare Advantage laws pay a higher per-capita cost to private insurers for people that are tricked into opting out of Medicare and into an HMO-like plan, where care can and is being denied to the elderly.
